Lal Mirch is made from seeds of plants in the capsicum family (ranging from sweet pepper to chili - in general, the smaller fruit, the hotter it is). Cayenne peppers' bright red color signals its content of beta-carotene. Indian chilli powder is not exactly the same thing as cayenne pepper, but you can freely substitute one for the other.
